A native of New Orleans, Dr. Miller attended Tulane University for his undergraduate and medical school education. Following completion of an otolaryngology – head and neck surgery residency at UCLA in 1978, he joined the faculty at Baylor College of Medicine. In 1987, he was appointed Professor and Chairman of Tulane’s Department of Otolaryngology – Head and Neck Surgery. Dr. Miller received an MBA degree from Tulane’s Freeman School of Business in 1996 and was a Robert Wood Johnson Health Policy Fellow from 1996 to 1997 during which time he worked in the office of Senator John Breaux focusing on health policy issues including diabetes, hospice care, colorectal cancer screening, and Medicare reform. Dr. Miller returned to Tulane as Vice-Chancellor for Clinical Affairs following his Washington sojourn. In 1999, he became the Dean of the University of Nevada School of Medicine. Dr. Miller was appointed the first full-time Executive Director of the American Board of Otolaryngology-Head and Neck Surgery in 2004 and was named Executive Director Emeritus on his retirement in 2018. He is a Visiting Professor of Otolaryngology-Head and Neck Surgery at Baylor College of Medicine.
Dr. Miller has served on the editorial boards of many of the major US otolaryngology journals and is the founding editor of ENTtoday, the most read publication in the specialty. Dr. Miller has been very active in the business aspects of medical publishing having served as the Triological Society’s Publisher Liaison for many years in addition to other roles including Executive Secretary and Treasurer. He has held major leadership roles in numerous otolaryngology and other medical organizations including chair of the ACGME Residency Review Committee for Otolaryngology. Dr. Miller served on the Board of Directors and as the Secretary/Treasurer of the American Board of Medical Specialties. He was appointed to several national committees based on his experience in the areas of health policy and academic administration including the American College of Surgeons Health Policy Steering Committee, Robert Wood Johnson Clinical Scholars Program National Advisory Committee, the Robert Wood Johnson Faculty Scholars Program National Advisory Committee, and the National Academy of Medicine’s Sleep Medicine and Research Committee. His continuing research interests include healthcare workforce and health policy, and regularly reviews submissions on these topics for several journals.
Dr. Miller is the recipient of awards from several organizations including the American Academy of Otolaryngology-Head and Neck Surgery, the Triological Society, and the American Laryngological Association.
