Charles W. Mathias is a behavioral health researcher and associate professor at the University of Texas Health Science Center in San Antonio. He is the director of the Motivational Alcohol Treatment to Enhance Roadway Safety (MATTERS) program, which provides free treatment and behavioral health interventions to reduce alcohol misuse and re-arrest for drunk driving. Mathias also serves as a health representative to the Texas Impaired Driving Task Force, where he conducts community education and judicial officer training, and contributes to the annual impaired driving plan for the Texas Department of Transportation.
Mathias’s research focuses on how impulsivity is measured and interpreted. His work on impulsivity has focused on underlying mechanisms—such as physical aggression, suicide attempts, and substance use behaviors—that lead to contact with emergency care and law enforcement systems.
Mathias graduated from Indiana University with a BS in psychology, received both an MS and a PhD in applied biopsychology from the University of New Orleans, and completed postdoctoral training in psychopharmacology at the University of Texas Health Science Center at Houston. He is a past president of the International Society for Research on Impulsivity.(Updated 09/01/19)

Charles W. Mathias, PhD is the Director for the Texas Consortium for the Non-Medical Drivers of Health and a Fellow in the Center for Health Policy at the Baker Institute for Public Policy at Rice University. Charles’s role is to convene researchers, practitioners, and policymakers across Texas to advance the integration of non-medical interventions into the healthcare delivery system. Prior to joining the Texas Consortium, Charles served for 20 years in the University of Texas system as a behavioral health researcher and tenured Professor. His subject matter expertise is on people experiencing mental illness, substance use, and their interaction with state and local safety net systems. He was a Robert Wood Johnson Foundation Health Policy Fellow (2019-2020), where he worked as a staffer in the US Senate during the early months of the COVID-19 public health emergency. Dr. Mathias has a BS in Psychology from Indiana University and an MS and PhD from the University of New Orleans in Applied Biopsychology.
